Yandex.Money and YooMoney Casino Payments in 2026: Barred by Law
YooMoney casino payments are barred by Russian Federal Law 244-FZ, under which an online game counts as played in Russia when the stake goes through an e-money issuer based in Russia. YooMoney, formerly Yandex Money, is one, so no casino deposit or withdrawal runs lawfully through it.
If you play from Europe in euros, the wallet is closed to you twice over: the law bars casino payments, and its own rules leave a euro player no way in or out. A YooMoney or Yandex Money logo in a casino cashier is a warning sign, not an option.

YooMoney and Russia’s Online Casino Ban
YooMoney cannot lawfully pay an online casino. Russia’s Federal Law 244-FZ of 29 December 2006, article 5, part 3, in the consolidated text published by ConsultantPlus, bans online gambling in Russia apart from interactive bets taken by licensed bookmakers, and it treats a game as organised in Russia when you pay through an e-money operator located there. YooMoney is a Russian e-money operator, so a casino payment from the wallet falls inside the ban.
The only opening is for bookmakers, never casinos: under part 6, a licensed bookmaker may take interactive bets only through the single centre for bet transfers. Article 5.1 then makes the payer’s credit institution refuse transfers, e-money included, to anyone on the list of gambling payees, and makes card issuers refuse cross-border card payments whose code shows a gambling recipient. Your wallet contract adds a layer: Russian law governs it whatever your citizenship or residence, and it binds you to comply with that law.
For you, the consequence is plain. There is no lawful casino deposit by YooMoney, no casino withdrawal back to the wallet, and no casino bonus to claim on a payment your provider is required to refuse. A cashier that still shows the logo does not change that status.
Sanctions Around YooMoney and Its Owner Sberbank
Sanctions reach YooMoney by two different paths. In the United States the link is direct: the sole participant of NBCO YooMoney LLC, the firm that holds the wallets, is itself on OFAC’s list of blocked entities, and OFAC’s 50 percent rule extends a block to what blocked persons own. In the EU the link is indirect, and it should be read with care: the listing names Sberbank, the wallet’s owner, and no EU listing names YooMoney, so any effect on the wallet would come only through Sberbank’s ownership.
| Date | Authority | Measure | What it reaches |
|---|---|---|---|
| 6 April 2022 | US Treasury (OFAC) | Sberbank fully blocked and 42 of its subsidiaries designated | Limited Liability Company YooMoney, listed under the Russia EO14024 programme, linked to Sberbank, tax number 7736554890 |
| Standing rule | OFAC | 50 percent rule | Any entity owned 50 percent or more, directly or indirectly, by blocked persons, such as a company whose sole participant is on the list |
| 21 July 2022 | Council of the EU | Implementing Regulation (EU) 2022/1270 adds Sberbank, Moscow, to Regulation (EU) No 269/2014 | Under article 2, funds Sberbank owns, holds or controls are frozen, and none may be made available to it directly or indirectly |
From Yandex.Money to YooMoney
Yandex Money and YooMoney are the same wallet under two names. The service was founded in 2002 as Yandex.Money, and on 19 December 2012 Yandex and Sberbank announced a joint venture in which Sberbank acquired a seventy-five percent interest. The rebrand to YooMoney was announced on 17 September 2020, both names ran side by side, and the company switched fully to the new brand after 15 December 2020. Sberbank holds 100% of its shares.
So if you search for Yandex Money casinos or a Yandex.Money casino, you reach the same wallet, under the same Russian rules and the same ban. Do not confuse it with Yandex Pay: that is a separate Yandex product, not the old wallet under a new label.
YooMoney Fees, Limits and Wallet Statuses
YooMoney’s own tariff charges you when money enters or leaves the wallet, and your status decides how much the balance may hold. Every line of the tariff is set in roubles:
- Topping up from a Russian bank card on the YooMoney website costs 1% under four thousand roubles and nothing from four thousand roubles up.
- Withdrawing to a bank card costs 3% plus forty-five roubles, and 3% to a Visa or Mastercard card issued by a non-Russian bank.
- Withdrawing to a personal bank account in Russia costs 3% plus fifteen roubles.
- A card transaction coded 7995, the merchant code for gambling, costs 3%, with a minimum of one hundred roubles.
- An idle wallet pays two hundred and seventy roubles a month once two years pass without a transaction of your own.
- The balance is capped at fifteen thousand roubles for an anonymous wallet and five hundred thousand roubles for a personalised one; a reviewed wallet may pay businesses while it holds no more than one hundred thousand roubles.
- The Reviewed status requires a Russian passport, while the Identified status, which opens every feature, is available to citizens of Russia and of other countries after identity verification.
YooMoney for European Players in Euros
For a player in Europe paying in euros, YooMoney offers no working route in or out. Identification comes first: users from countries other than Russia must complete it before they can send or receive transfers or pay at online stores. The rest of the wallet’s rules then close the doors one by one:
- Card payments on the YooMoney website take only Visa, Mastercard, UnionPay and Mir cards issued in Russia.
- As a non-resident client, you cannot make spending transactions to non-Russian bank cards.
- Your rouble balance cannot be refunded to an account at a foreign bank, except in the cases the wallet lists.
- Wallet-to-card transfers abroad reach twelve countries only: Azerbaijan, Armenia, Kazakhstan, Israel, Serbia, Georgia, the UAE, Belarus, Kyrgyzstan, Uzbekistan, Tajikistan and South Ossetia. None of them is in the EU. Cards there are credited instantly, and transfers to foreign bank accounts take up to two days.
- A euro currency account opens after identification, but payments in foreign currencies work only with Mir cards.
- Money sent to you from abroad in a currency you hold no account in is credited in roubles at the Bank of Russia rate reduced by 2%.
Weighed honestly, the euro account is the one advantage the wallet gives you, and it stops at the Mir card. Every other line closes a route in or out of a casino. Keep your gambling money in a channel held in your own name in Europe instead, such as a SEPA transfer from your bank or an instant bank transfer to the casino, or one of the wallets in the alternatives table.
YooMoney Safety and Account Blocks
YooMoney polices its wallets through the contract, apart from the gambling ban. The company may block a wallet, or end your use of it, on signs of a breach of the agreement, of unauthorised access or of money laundering. The agreement also rules out transactions for buying, selling or exchanging cryptocurrencies.
The protection runs the other way too. If a transaction leaves your wallet without your consent, the company reimburses it under article 9 of Russia’s National Payment System law, unless you broke the rules for using the wallet. That cover is for ordinary wallet use, and it opens no route to a casino.
YooMoney Alternatives
Each of these casino e-wallets runs in euros for players in Europe, and each has its own gambling rule to check before your first deposit.
| Method | Type | What to Check |
|---|---|---|
| Skrill | E-wallet | E-money firm authorised in Ireland; its terms bar illegal or unlicensed gambling only |
| Neteller | E-wallet | Same Irish e-money firm as Skrill; its terms bar illegal gambling only |
| PayPal | E-wallet | Gambling merchants need PayPal’s approval |
| Payz (ecoPayz) | E-wallet | E-money licence from Cyprus with services across the EU; its terms bar transactions illegal where you live |
| MuchBetter | E-wallet | Licensed in Cyprus as an e-money issuer and serving the whole EEA; its terms bar illegal gambling only |
YooMoney Casino FAQs
Why Do Casino Sites Still List YooMoney?
A listing says nothing about legality. Article 5 also counts a game as Russian when the player lives in Russia, so a site that offers the wallet to players in Russia sits inside the ban, whatever its cashier shows.
Which Company Operates YooMoney?
NBCO YooMoney LLC, a non-bank credit organisation registered on 2 August 2012, which holds banking licence 3510-K and sits at 82 Sadovnicheskaya ulitsa, building 2, in Moscow.
Who Can Open a YooMoney Wallet?
The contract is a public offer addressed to individuals who have reached the age of fourteen.
What Happens to the Money When a YooMoney Wallet Is Closed?
Your balance goes back by bank transfer to an account in Russia or at a foreign bank. To a foreign account in euros, the fee is 0.1%, at least 25 euros and at most 200 euros, and the conversion uses the Bank of Russia rate plus 2%.
Can YooMoney’s Credit Balance Be Used for Gambling?
No. The Wallet Credit Balance is a credit line from MCC Credit Line, LLC, and it cannot pay merchants coded 7995 for gambling transactions.
