PhonePe Casino Payments in 2026: What the Law Says

PhonePe is an Indian payments app that moves money between bank accounts in India, and paying an online casino with it is off the table: Indian law and PhonePe’s own rules both stop that payment before it starts.

From Europe, the app only works for you through an account at a bank in India, and every payment then leaves that account in rupees. The practical answer is a euro method that a licensed casino accepts.

PhonePe Casino Payments Under Indian Law

Section 7 of the online gaming law India enacted on 22 August 2025 bars any bank, financial institution or other party that facilitates payments from moving money towards an online money gaming service, even one operated from outside India, and PhonePe’s own merchant rules list gambling, betting, lottery tickets, online gambling sites and online money games as prohibited business. A PhonePe casino deposit is exactly the payment both texts rule out, so there is no PhonePe casino to recommend and no ranking to give.

PhonePe stepped back on its own side too. It stopped earning from payment gateway and advertising services tied to real money gaming with effect from 22 August 2025, the very day the law was enacted. The statute puts the duty on whoever moves the money, and that is precisely the role PhonePe plays between your bank account and the merchant you pay. A casino cashier that still shows the PhonePe logo is offering a payment the app and the law have both closed.

Can Casino Winnings Reach PhonePe?

No. No published PhonePe route takes a casino payout, and a gambling business cannot be onboarded as a PhonePe merchant in the first place. Incoming money does not stay in the app either: your virtual payment address is an identifier registered with the national payments body and linked to your bank account, so any credit sent to it settles in that bank account, and the app only shows you the result.

The stored wallet offers no way out. PhonePe’s terms say the minimum-details wallet balance can be used neither to transfer funds nor to withdraw cash, so winnings could not arrive there and leave as spendable money. If you want a payout to come back to an account in your own name, in euros, a bank transfer from a casino, or an e-wallet such as PayPal at casinos or Skrill where the operator offers it, is the kind of route that carries it.

What India’s Online Gaming Act Covers

The Promotion and Regulation of Online Gaming Act, Act No. 32, reaches the game, the operator and the money that pays for both:

  • An online money game is any online game played by paying a fee, a deposit or another stake in the hope of winning, whether it turns on skill, chance or both; e-sports are excluded.
  • Section 5 bars anyone from offering an online money game or an online money gaming service.
  • Moving or authorising funds in breach of section 7 can bring up to three years in prison, a fine, or both.
  • Offences under sections 5 and 7 are cognizable and non-bailable: the police can act without a warrant, and bail is for a court to grant rather than a right.
  • The rules made under the Act came into force on 1 May 2026.
  • On an order from the Authority, every bank, financial institution or other payment facilitator must, without delay, suspend, restrict or discontinue payments linked to a game classed as an online money game.

Using PhonePe Outside India

From Europe, with euros in your account, PhonePe gives you no casino route. Registering for its UPI service needs your own bank or payment account linked to your active mobile number, and every way in that the service describes runs through a bank in India. The stored wallet is narrower still, since it needs an active mobile number issued by an Indian telecom operator.

Non-resident Indians get one opening, and a narrow one. They may register with a non-Indian mobile number only if it is linked to an NRE or NRO account held with a bank in India. That service lists ten countries: Singapore, the USA, the UAE, the UK, Saudi Arabia, Canada, Qatar, Australia, Oman and Hong Kong. Ireland is not among them, so a UK number can qualify where an Irish one cannot.

Even then, the payment leaves an account in India in Indian rupees, and section 7 binds that bank whatever country the casino runs from. The international feature does not change this: it lets Indian users who travel abroad pay merchants in selected countries. Paying in euros from Europe works differently, with a card from your own bank used through Google Pay at a casino or Apple Pay, where the casino and your card issuer accept gambling payments.

How the PhonePe App Is Built

One PhonePe login holds several payment instruments, each bound by its own rule, and none carries an exception for gambling. Bank money moves on UPI, India’s national bank-to-bank rail, while stored value sits in prepaid wallets that PhonePe issues under the Reserve Bank of India’s rules:

  • Payments from your linked bank account, each authorised with a UPI PIN of 4 to 6 digits.
  • A minimum-details prepaid wallet, whose balance pays only for goods and services.
  • A full-verification wallet, which needs an Indian mobile number, a valid Aadhaar number (India’s national identity number) and a PAN (its tax identification number).
  • UPI Lite, a small-value balance held on your device for low-value payments.
  • Transaction checks: PhonePe may refuse a payment for fraud risk, an illegal transaction or prohibited items, and may report it and your details to the authorities.
