Papara Casino Payments in 2026: Banned Under Turkish Law

Papara is a wallet for Turkey alone, and Turkish law shuts online casino play from Turkey: whoever gives access to it or carries its money risks prison, while the player risks an administrative fine. Papara’s terms also rule out any unlawful use, so a Papara casino payment has no lawful route in either direction.

The company still operates: a court stay suspended the cancellation of its licence, without deciding the case, and a state fund runs it as trustee. For a player in Europe paying in euros, it offers nothing to pay a casino with.

Papara and Turkey’s Online Gambling Ban

Papara serves only Turkey, and Turkish law shuts that market to Papara casino payments. Law 7258, article 5, sends to prison anyone who, by giving internet access, lets people in Turkey play betting or games of chance organised abroad, and anyone who acts as an intermediary in carrying the money linked to such games. The player faces an administrative fine. Turkey’s Penal Code, article 228, adds the offence of providing a place or the means to gamble, with a heavier sentence when computer systems are used.

Papara’s own framework contract closes the remaining gap. Its article 4.5 bars you from using the service for illegal or immoral purposes, and Papara may end the contract at once, without compensation, when it finds such use. Between the law and the contract, there is no lawful Papara casino deposit, and no casino withdrawal back to a Papara account that you can count on. A cashier that shows the Papara logo does not change either text.

Papara’s Licence, Trusteeship and Court Stay

Papara is authorised again, on the strength of a court stay. Turkey’s central bank lists Papara Elektronik Para A.Ş. under institution code 829 in its table of authorised e-money institutions. The company has been under a court-appointed trustee, the Savings Deposit Insurance Fund (SDIF), since the central bank announced that appointment on 27 May 2025, in an Istanbul prosecutor’s investigation built on reports from the central bank, the financial crimes board MASAK and other bodies.

A stay of execution suspends the cancellation; it is not a ruling on the merits. The criminal side runs on its own track. The prosecutors’ indictment, sent to an Istanbul criminal court, states that Papara accounts were used on about 102 different illegal betting sites. An indictment is an accusation, not a conviction.

What Papara Is and How It Works

Turkey’s banking regulator, the BRSA, authorised Papara as an e-money and payment services institution, and Law 6493 limits its business to issuing electronic money and transferring funds. Its registered office is in Üsküdar, Istanbul, and it reports more than 23 million users. In legal form it is the same kind of firm as MiFinity, which holds an e-money licence in Malta, but Papara’s authorisation comes from Turkey alone.

Everyday use is a stored balance that moves between accounts, topped up by card and paid out to a bank account. The currency follows from the contract: a payment between two parties resident in Turkey, made through payment providers located in Turkey, may only be made in Turkish lira. The wallet is therefore built for lira payments inside Turkey.

Papara Limits, Fees and Fund Safeguards

Papara’s daily limits came with the trusteeship. When it announced the SDIF appointment, the central bank said payments made through Papara would be temporarily subject to daily limits, a measure tied to that process rather than a standing feature of the wallet. The same announcement recalled the protection for balances: under Article 22 of Law 6493, the funds of users of payment and e-money institutions are held in safeguarding accounts at banks.

Fees are set out in the English edition of Papara’s framework contract dated 25 January 2025. Sending money from a Papara account to another bank account by transfer is free. Adding money with a card costs the BKM credit card interchange commission rate plus 1%, and Papara may lower that 1% surcharge.

Papara for European Players in Euros

If you play in Europe and pay in euros, Papara has nothing for you to open. A search for Papara in the Central Bank of Ireland register returns no match; the same register lists Paysafe Payment Solutions Limited, the Irish e-money firm behind Skrill and Neteller. The Bank of Lithuania, which licenses Revolut Bank UAB, the European bank behind Revolut, shows no Papara entry among its financial market participants either.

A Turkish citizen living in Europe who already holds a Papara account remains bound by the same framework contract, article 4.5 included.
