PagSeguro Casino Payments in 2026: Ban, Refunds and PagBank
PagSeguro casino payments have no lawful route left: Brazilian law bars payment institutions from handling betting transactions, and PagBank’s own rules shut out illegal gambling, so neither a deposit nor a payout can go through it, whatever a cashier still shows.
If you play from Europe in euros, PagSeguro offers you no way in or out either. A wallet or a bank payment licensed in Europe covers your deposits and your payouts, without any of the Brazilian conditions attached.

PagSeguro and Brazil’s Betting Payment Ban
PagSeguro casino payments are blocked by Brazilian law. Since 25 September 2026, Provisional Measure No. 1.394 has forbidden payment institutions, PagSeguro among them, to process, settle or enable any transaction meant for fixed-odds betting, and Central Bank Resolution No. 590 of 28 September 2026 obliges them to block those transactions from the measure’s publication. PagBank’s Rules of Use point the same way, listing bets and any other game of chance illegal under Brazilian law among the products its services cannot be used to buy or sell.
In practice, you cannot fund a casino account with PagSeguro or PagBank, and you cannot cash out to either, whatever the cashier still displays. Any bonus that depended on paying in this way falls with it.
What the Block Covers
The measure came out in an extra edition of the Official Gazette and took effect on publication. It reaches bets on real sporting events and on virtual online games, and its payment clause binds every participant in a payment scheme, instant payments included. The only transactions it still lets through are those needed to wind operators down and return what players are owed.
PagSeguro Withdrawals and Refunds After the Ban
A withdrawal to PagSeguro can no longer be requested at a casino cashier. Money that a player in Brazil still holds with a betting operator comes back by another road: the institution holding the operator’s account must refund it in full, by transfer to an active deposit or payment account in the player’s own name, identified by the CPF number, and preferably to the account the money came from.
That refund is not a cashier withdrawal, and no casino can offer it as one, even though a PagBank account can receive it like any other account held in the player’s name. If you cash out in euros from Europe, the casino pays a method in your own name instead, such as a bank transfer to your own account.
PagSeguro, PagBank and PagSeguro International
PagSeguro and PagBank are two names for one Brazilian group, which is why searches mix them up. PagBank is the consumer brand, yet the site is signed by PagSeguro Internet Instituição de Pagamento, first licensed by the Central Bank as a payment institution on 17 October 2018, and the account contract is concluded with BancoSeguro S.A., a financial institution in the group. In its annual report to the SEC, the listed group calls its digital payments business PagSeguro and its free digital account PagBank.
So when you look up PagSeguro as a player, the product you land on is a PagBank account, not a separate casino wallet.
PagSeguro International, Formerly BoaCompra
The third name belongs to a different business. PagSeguro International, formerly known as BoaCompra, is PagBank’s international division and works for merchants in Brazil and other Latin American countries, as well as in Portugal, Spain, Turkey, Greece and Romania. It sells payment services to companies; it does not open accounts for players.
Why the PagSeguro Logo Appears at Cashiers
A PagSeguro logo can still turn up at a casino cashier because PagSeguro International keeps offering the Brazilian e-wallet to its merchants, listed in its coverage table as PagSeguro | PagBank. It also still runs a sales page aimed at betting companies that want to reach Brazil, which promises jackpot transfers in the local currency. That page explains where the logo comes from; it does not prove that a payment can go through.
Offshore Operators Are Covered Too
Running the casino from outside Brazil changes nothing. The measure bans the offer of fixed-odds betting in Brazil even when an operator based abroad makes it to a person located there, and the payment clause stops PagSeguro from processing those bets. A cashier that still shows the logo to a player in Brazil is offering a payment the law forbids.
PagSeguro for European Players in Euros
If you play in euros from Europe, PagSeguro gives you no route in or out. Everything about the account points back to Brazil, from the documents it asks for to the currency it works in, so a European casino could neither take your deposit from it nor pay your winnings into it. A licensed method that handles euros both ways, such as a SEPA transfer or an instant bank transfer from your own European account, does what PagSeguro cannot.
The conditions that keep a European player out:
- Opening an account takes a photo of a Brazilian RG or CNH identity document, or an RNE/RNM registration for a foreigner living in Brazil, plus a selfie to confirm identity.
- The PagBank prepaid card is issued only to adults living in Brazil who hold an active registration with the Brazilian tax authority.
- No payment in a foreign currency can fund the account, and a purchase paid through PagSeguro must be priced in the Brazilian real.
- A refund of a purchase goes only to an account in your name at an institution based in Brazil, never to a credit card of any kind.
- PagBank cannot make international transfers; the only option for a contact abroad is a Pix to a key linked to a Brazilian bank.
PagSeguro Transfer Times and Limits
PagBank’s transfer times describe everyday account use in Brazil, not casino payouts. They depend on the rail: a TED follows business hours, a Pix runs whatever the day or time, and both carry checks that can hold money back. Its published times and limits:
- A TED made Monday to Friday between 7h30 and 16h30 clears within 1 hour; outside that window, it clears on the next business day.
- A Pix clears in a few seconds, and in some cases clearing can take up to 24 business hours.
- The first transfer to an account held by someone else can leave the balance blocked for up to 5 business days for a data check.
- Pix has daily and night limits you can adjust in the app, and a request to raise the daily limit is reviewed within 24 to 48 hours for most Pix types.
- A Pix that does not arrive at once may be under a precautionary block, a Central Bank measure that adds a risk check and can take up to 72 hours.
None of these clocks is a casino payout time. If payout speed is what you are weighing, look at the euro methods you can actually use, such as Trustly bank payments or the MuchBetter wallet, and at the casino’s own withdrawal terms.
PagSeguro Alternatives
Each of these methods can be used from a European account and moves money in euros.

| Mastercard | Card | Debit card deposits without opening a new account |
| Visa | Card | Paying with the debit card of your European bank |

| Skrill | E-wallet | A separate wallet balance for casino money |
| Neteller | E-wallet | Wallet transfers kept apart from your bank account |
| Payz | E-wallet | Budgeting casino money in a dedicated wallet |
PagSeguro Casino FAQs
Is PagSeguro Still Legal to Use in Brazil?
Yes. The Central Bank register shows the PagSeguro company behind PagBank as a payment institution, authorised and active, and everyday payments and transfers carry on. Only payments meant for betting are blocked.
Do PagBank’s Rules Apply When Used Abroad?
Yes. Its Rules of Use strictly forbid breaking the law, whether that is Brazilian law or the law of the place where you use the service.
Are State-Authorised Lotteries Still Allowed?
Yes. The measure states that its prohibition does not apply to the other lottery types authorised by law.
Can PagBank Pay for Video Game Credits?
Yes. You can top up Xbox, PlayStation, Steam, Razer Gold, Free Fire and Minecraft credits from your PagBank balance. That is gaming credit, not gambling.
What If Congress Does Not Approve the Measure?
Under the Constitution, a provisional measure that is not converted into law within sixty days, extendable once for the same period, loses effect from the day it was issued. Until Congress rules on it, the payment ban applies in full.
