QIWI Has Closed: Licence and Liquidation

QIWI casino payments ended when the Bank of Russia revoked the banking licence of JSC QIWI Bank, the bank that ran QIWI Wallet, by Order No. OD-266 on 21 February 2024, and the bank was liquidated on 22 December 2025. The regulator’s register lists QIWI Bank (JSC), Registration No. 2241, as no longer operating, and it names qiwi.com among the bank’s websites: the wallet was the bank’s own product, not a separate brand.

On the day of the revocation, Order No. OD-267 placed the bank under a provisional administration run by the Deposit Insurance Agency until a liquidator took over, and the former parent company said the bank was forced to cease operations. For you as a casino player, that settles the question: no deposit with QIWI and no withdrawal of casino winnings to a QIWI wallet has been possible since the revocation, whatever a cashier displays.

Money Left in a QIWI Wallet

Why QIWI Bank Lost Its Licence

QIWI Bank lost its licence because the Bank of Russia found that it had repeatedly breached federal banking law and the regulator’s own rules. Supervisory measures had been applied against it five times in the previous 12 months, including two restrictions on certain banking operations, and the regulator added that the bank systematically failed to comply with anti-money laundering and counter-terrorist financing law.

The findings reached the wallet itself. The regulator reported numerous QIWI wallets opened with the personal data of people who knew nothing about them, with operations run through those wallets in their names. It also passed information on the bank’s transactions showing signs of criminal acts to law enforcement. If you once held a QIWI wallet, these are the grounds the regulator gave in its revocation notice.

Why Casinos Still Show QIWI

Casino sites still show QIWI because the logo spread across gambling cashiers while the bank was operating, and the Bank of Russia’s own findings explain how. It described QIWI Bank’s activity as high-risk transactions settling payments between individuals and shadow businesses, including transfers to crypto exchanges, illegal online casinos and bookmakers. That traffic is what put the name on so many gambling sites in the first place.

Many of those cashiers, bonus pages and payment lists were never updated after the bank closed, so they go on describing QIWI as a working option. How QIWI Casino Deposits Used to Work

Before the revocation, a QIWI casino payment ran through the wallet in this order:

  1. You held a balance in a QIWI wallet, which QIWI Bank ran.
  2. You picked QIWI in the casino cashier and typed in the amount.
  3. You confirmed the payment inside the wallet.
  4. Where a casino paid winnings out to QIWI, the money returned to that same wallet.

None of these steps has worked since the revocation, because the bank that held the balance is gone. No official fee or timing schedule for the wallet remains online either, so a QIWI fee, limit or speed figure you find on a casino or comparison page is out of date, however confidently it is presented.

QIWI for European Players in Euros

For you as a player in Ireland or elsewhere in Europe, QIWI leaves no route in euros. It was a product from Russia, and what survives the closure works in roubles or through Russia. Its page on the Irish App Store also warns that the provider has not identified itself as a trader, so consumer rights in the European Economic Area do not apply to an agreement with it. It describes itself as a holding for payment, financial and digital token infrastructure serving fintechs, merchants and financial institutions. It announced its exit from Nasdaq on 16 September 2024 and from the Moscow Exchange on 20 November 2025, and the purchase of MRCR Holdings, a Cyprus developer of a digital token platform, on 5 January 2026.
  • JSC QIWI is the Russian business the holding sold to Fusion Factor Fintech Limited, a sale whose settlement NanduQ announced as completed on 6 May 2026. It sells payment services to businesses, such as online acquiring, and it received what was left of the bank’s property once creditors had been paid.
  • Qplus is the former QIWI Wallet app under a new name: its App Store listing carries the Qplus name, with QIWI, JSC as developer.
