WeChat Pay Gambling Ban: No Casino Route
Weixin Pay’s own rules forbid gambling merchants, cross-border merchants included, and a resident of the EEA cannot get the payment function without a bank account in China. So there is no WeChat Pay casino deposit and no WeChat Pay casino withdrawal, whatever a cashier page or a list of WeChat Pay casinos suggests.
The ban is wide. The cross-border Proper Use Rules put gambling or betting in one forbidden entry that covers casino chips, lottery tickets, wagers at races, betting away from the track and paid membership of gambling websites, and they list gambling devices and accessories just before it. An online casino that shows the WeChat Pay logo in its cashier is acting outside these rules, not under an exception to them.
WeChat Pay Withdrawals: No Payout Route
No WeChat Pay withdrawal from a casino exists. No Weixin Pay document describes winnings being paid into the wallet, and the merchant rules refuse the gambling category outright, so a payout has nowhere to land. - Acquirers: Checkout.com requires its merchants to follow the Proper Use Rules at all times and only for the categories they allow, and Stripe refuses WeChat Pay to a business in a category those rules list as forbidden or restricted.
- Users: the Weixin Pay user agreement forbids providing gambling information or inducing anyone to gamble (clause 5), and using a collection code to take part in or assist cross-border gambling (clause 12, where the Chinese version prevails over the English translation).
WeChat Pay in Europe: A Chinese Bank Account
Paying in euros from the EEA, the UK or Switzerland does not change access: Weixin Pay’s documents for European users state that to have the payment function you must hold a bank account in the People’s Republic of China. The EU addendum supplements the user agreement with Tenpay Payment Technology Co., Ltd. instead of replacing it, so every gambling rule above applies to you in full.
The European entity is Dutch: the DNB public register lists it as Tenpay Global Europe B.V., a payment institution. Ireland and the United Kingdom are among the countries where a merchant can accept WeChat Pay through a partner institution, and Stripe names who that acceptance serves: Chinese consumers, overseas Chinese and Chinese travellers. The use case is a visitor from China paying an Irish shop, not an Irish player paying a casino.
